USIG develops activities for Central, Regional and Local Public Administration, supporting administrative modernization, typically through strategic consulting activites and development of new services and applications. The challenges imposed by Public Administration specific requirements trigger also applied research activities.

This activity started in 1986 with the Municipal Office Automation Project, developed in a partnership with CCRN, which enabled the modernization of several municipalities in the Northern Region, with UNIX-based applications, using Relational Database Management Systems, at that time emerging technologies, that enabled significant gains in office automation.

In 1995 INESC innovated again with the TeleAutarquia Project, funded by Portugal Telecom, in a partnership with Câmara Municipal de Matosinhos and Medidata. This project enabled the delivery of electronics services to citizens using ISDN and Internet. It was one of the first e-Government experiments in Portugal.

Recently USIG is applying new paradigms to Public Administration, such as Open Source Software, Colaborative Work, e-Democracy, Mobility and Location Based Awareness, Model Driven Engineering (MDE), Service Oriented Architectures (SOA) and Business Process Modelling.
